So yeah. That eve thing totally sorta works. For whatever reason the bots lanes I keep getting are getting wrecked so I haven't had a lot of even play, but my ratios aren't too bad and it's pretty fun. Alistar with oracle's is the worst, though

I'm looking into a new computer... something... Average. I want something that will load up fast game wise.. and not lag like a bitch.
I can understand a lag spike every once in a while... but really... after adding this antivirus crap it has become huge...
SO what specs would I look for and stuff? For a decent price range?

It's a base amount. Your total movement speed, though, suffers from diminishing returns, so often you don't get the full base amount from your boots.
