Pfft. Joe hasn't died. The Jaximus skin was put on sale and all proceeds went to the Make-A-Wish Foundation. It was a nice bit of money.
Jax is Joe's Favorite Champion. Joe got his wish and spent ime with the Riot guys at their home.
So when Jax says "This one's for you Champ", he's talking about Joe, It actually means something...
