Does anyone know where to find or how to make a bar like this one? When the mouse goes over the arrows either pointing down or up the links will move in the directions the mouse is over.

I?ve gone to bravenet.com and no luck, so if anyone knows other sites that could be great, tried google so that will not be that immense in support. But other examples will be greatly appreciated.
