Cell is a transformer, just look at Cell's roster and you'll notice he has Transformations, not upgrades. Since Cell Jr is from Cell, he is a Tranformer.

I just don't get your logic. You can make Cell Jr any way you want personality-wise, hell you can even stretch his appearance a little bit. Why not change to a human? They look the same. Why a saiyan in specific when you can change ANYONE's personality to match it

Cell Jr.'s considered a non-transformer, which means he has access to Spiritken, both forms of Kaioken, and the Bio Suit.
