Cool Down Period

I give a few hours of a cool down after someone has been in a fight, to avoid people ganging up on others after they've fought via people "leaking" locations to their buddies

If you move in the square of someone who has been ina fight, after the cool down period is up, and rivals are in the same square, do they fight then?

BUt just so everyone else knows, you have to run into the person later
