I can't really answer the first question, but if its a best move your looking for, you just train getting it every time you get 50 Intelligence. So at 200 intelligence you can get your first move.
And if you click home on the top right of the page, on the right side you should see techniques...just click it and all the techniques will appear in the middle. If it doesn't say a planet, then you can learn it anywhere, or it's only given out in staff sagas.
