Just so you know, Zena doesn't have any incentive for going up against someone who fights for the government. Importantly, she was sent to make sure central cities leadership doesn't change hands. Her only problems are with the revolutionaries since her target is Juliet.
Edit: She'd listen to Rafique and pretend to take his orders, but she wouldn't, unless it involved killing Juliet. She wouldn't have even minded going up against a revolutionist just to get them out of the way.
