Leo is talking about a forum and thread separate from the main debate topic dedicated to venting rage caused from what you view as someones stupidity. In his theory it would allow someone to say: "You're a complete fucking moron and here's why...." and not get in trouble for it. On paper with proper regulation it's decent, but as Ashe said in practice there is no guarantee it won't bleed over into the rest of the site. So to your initial question; he isn't suggesting we plague the debate with flaming.
