Feminine qualities are not limited to females, and masculine qualities are not limited to males. In a feminine system, females are not the only ones who can succeed. Also, as people mature, they tend to balance feminine and masculine qualities.
Typically, when people talk about early childhood education things like leadership and competitiveness fall into the category of masculine qualities, where as organization and attentiveness are described as feminine qualities. As people mature, these things tend to balance out, but, apparently, they are more unbalanced in young children. And so young boys are more unbalanced in favor of masculine qualities, which tends to be boys, are at a disadvantage until they mature.
