Oh, actually, hit the forums and the buffs aren't quite as insane as they look if this guys is right:
His Spear Shot and Heart Seeker Strike got their scaling changed so that they scale from bonus Attack Damage as compared to total Attack Damage. The buff to the base damage on each ability on a per rank basis covers the difference in damage that would have been if his base Attack Damage had also been included (note this is by rank 5 and level 18) .
So overall he might be a touch strong, but we'll see. Randomly, when I try to edit this post I see the end of the copy/pasted part, but when it's I save it, the part in parentheses is missing the 8
