The golden rule of jungling (everything, really, but I would say moreso about the jungler) is to always be getting either gold or XP. The longer you're not, the more you're putting yourself behind the enemy. If you let someone sit around knowing they'll never get a successful gank off, you're letting them waste the biggest resource they have to spend.

That's the point of letting them sit there. Now, if you know they're there and you let them jump you anyway, there are other issues that you probably want to address, but piling up small advantages here are there can make a huge difference come the end of the game.
