Not permanently. Sounds like she might be out ~6 months before we see her.
I keep seeing that while she is based on the 'gumiho', the name is definitely not picked yet. She is always just referred to as "the fox". The only thing they have for sure is the concept, and that they are going to donate the money made from her for the first 6 months of service. Even the skills are super iffy.
It looks like a lot of the Korean fans are unhappy with their choice because of that same Naruto comparison that Belle made. They want something more uniquely Korean.
As far as trying to become an e-sport, that is heavily dependent on South Korea's acceptance of the game. Playing video games 'professionally' isn't really accepted anywhere like it is in SK. Most of the interviews I have read are saying that they want to put most of the season 2 money into SK. They're pretty damn concerned with Dota 2. The CEO flew to Seoul for this, that's how serious they are.
They are also offering free transfers from the NA servers (where Korean players are reportedly the majority of the top players) so that they don't have to play against 'novices'. Though, they've stated that they aren't going to IP block the region so transferring is optional.
There is no release date for either the champion or the Korean service. They are currently accepting applications for the closed beta.
