No, what was happening was totally different.
The guy who got banned was exploiting the game, they were running in the illum warzone and then teaming up to keep flipping the zone so the chests would insta-respawn to get ridiculous amounts of credit, loot, and exp.
If you could force a boss to respawn every 10 seconds and then killed him repeatedly for extremely high level gear and credits, then yeah, you'd get banned.

That and the whole ruckus of people getting banned just for being quoted in a post makes it seem like they just put up automatic filters and that people sometimes get caught in them. Granted there's no 100% solid evidence but I don't know, this compared to the Origin support scare screenshots over the web make me hella scared of this game.
And seriously, do you really believe that's what happened? How many times do people complain on the forum at LoL, claiming that they only said "GG Noobs" once at the end of a game and were perma banned? They are full of shit and trying to start something up by spreading misinformation. And people fall for it every time.
