I think we should move away from the mindset of "Penalty for not doing X" and move towards "Bonus for doing Y", where X and Y are opposites (for example, X could mean being inactive, Y could mean being active. But you can use this analogy for just about anything). If people have to treat roleplaying like it's a job, they'll want to do it even less.
