Then i was also thinking, like penalties to people who go inactive. We'll keep using Rad as an example because it's easy... he was legendary in my previous example because you'd assume a good majority of the public would recognize him. But since he's been inactive lately maybe take a step back or something. Or have a whole different rank system for people who go inacting like missing, and forgotten or something.
