Correct. It's only orange the first time you log on and they are there. After that, the notification will be gone, because you don't have anymore new messages, just unread ones.
2 for 2...but seriously, PopUpCop made it where it would stay orange or not be orange at all and I would have to take off the toolbar and refresh and stuff. It sucked.
