I don't understand... so what's the base weapon that we need before we get these upgrades?

The Sync Weapon has no upgrades.

The Custom Cloak has no upgrades.

The Custom Armor has a single upgrade called "Custom Upgrade."

The XRS-9 Modular Ki Delivery System has several upgrades that can be found on the main page. Main Page -> Shop -> XRS-9 Modular Upgrades.

So, two things on this. What I'm getting from this answer is that those of us who already have best moves that focus on the creation of a ki weapon, such as my technique, "Dictator," could trade that in for a sync weapon? Would this trade in be free, at a reduced cost, or full price? Also, does this mean that ki weapon best moves will no longer be approved?

What 17 said is pretty much correct. If you have the Best Move "Ki Sword" and you buy a Sync Weapon, you will then be given the choice to erase your "Ki Sword" Best Move and replace it with an empty Best Move slot.

You can then fill that slot with whatever new Best Move you want.
