Read the interviews from the creators of the game. It's a lot more story driven. Also, in this game, you can't take fifty shots from a machine gun and live. It's more realistic.

The only thing I liked about the GTA games was the little rampages like Bra was describing. Sometimes, players don't want realism. I want to take fifty shots from a machine gun and live. I want to randomly drive on the sidewalks. I want to get a prostitute in my car and drive off a cliff and into a large body of water. If they're taking that away from me, then they're idiots. All of them.
