Vice City probably had the best atmosphere. San Andreas got way too juvenile. (The number 69 appeared EVERYWHERE, for instance)

In SA's defense, the best GTA character ever (Woozie) appears for the first time in San Andreas.

Hopefully GTAIV behaves like a more serious game. Random stupidity is fine, cartoony ridiculousness is part of GTA's charm, just don't smother us with it.
