Well, with the new system going to be what its going to be, why not just remove fights and spars altogether?
You're getting XP just to roleplay, why do we need more xp to fight one another? =\

I guess the thing about taking mentals into account makes sense, since the scouters in the series were originally meant to tell the user the target's Fighting Power... And that means a lot more than just physical capacity.

Spars for training don't really need much reason. You just have to meet up in character beforehand.
