Custom Technique Approval
Thank you for the honesty of Juno's technique, much appreciated. Yes your similar technique would then cost 40 XP.

On second thought, the description of Stealth mentions that you can't attack and remain in Stealth, but not a real mention of how quick it takes to reenter. I still believe there would be some stipulation on the time limit, but possibly you could have the technique but with a high XP cost. I will speak to someone higher up about this and let you know.

Shadows Cloak: I have no problems with you being able to cloak NPCs and objects, in which case I'd make it 10 XP. PCs, on the other hand, may require the OK from on high, I'll check on it.

Shadow's Cloak: 10 XP for only NPC's and 40 XP for PC's.

As for Vanish, this isn't needed. There really isn't a cool down period for stealth. As long as you don't break the guideline (not being able to attack and be stealthed) I'm going to say that you can immediately re enter stealth after attacking.

Who's Online?:
Through the use of telepathy Carter can identify the individual consciousnesses in an area. If he recognizes a connection,meaning said individual consciousness has telepathy, he can accurately pin point their location. Otherwise, he will just get a general, broad estimate of the individuals in an area. This has nothing to do with their Ki and Carter can not make out power levels; strictly the presence of inteligent, thought producing, individual consciousnesses.

IE: There are five individuals in, or around, that house. If one of them has telepathy, I could tell you what room they were in. I don't see how it applies, because everyone thinks, but if this doesn't work on Dark Ki users, thats fine.

Btw, if anyone can come up with a better name, feel free to do so! XD

Fail Safe:
Any attempts to restrict or disrupt Carter's ki flow result in failure as his own life force will offer a temporary and formidably substitute. His energy will not be restricted and in fact, will become more potent, as life force is far more dangerous and unstable. This ability is not only passive, but Carter is also unaware of its existence within him. The downside, unfortunitly, is that this ability is inherently suicidal as well as potentially fatal. Instead of restricting Ki flow an equivalent blow is dealt to his health.

Everyone is all so very cautious about negating someones core abilities, yet, we've let people run rampant with the limits on Ki and the disassembling of it. I have Ki Spec and Inner Strength. Moves like 'Break' make me completely useless, wtf?

I am only stating this because I have feeling some people won't like my tech and I want you to know where I am coming from.

No it isn't?

I have seen people use thermal to locate people by heat as well as sonar using sound to locate people...

Telepathy allows you to delve into someones consciousness and attack them with a Custom Technique. It's only logical that you could differentiate between seperate identities and if you could differentiate them, you could count them.

If need be I can remove the part about it being more adept on people who also have telepathy.

Either way I don't see why I couldn't get a generic head count of the thought producing beings. I can't even tell you where they are located, only that they are near...

And I'm the one that had the sonar-esque technique put up for review. I'm also a wind user and it makes sense. I think it was highly expensive for the passive and like half price for the usage one.


And Telepathy allows you to COMMUNICATE. Not attack. However, you can use it as a move to attack the mind in some circumstances, but then again, there's Possession.

That's telepathy. On it's own you can't attack peoples minds. You need to augment it with a custom technique to do so.

Who's Online is denied on the grounds that it's too similar to Ki Sense.

Vanish: My ruling stands.

Fail Safe: 35 XP

In regards to your comment: Remember that Custom Techniques aren't an automatic given. Break can fail and Fail Safe can be brute forced through. It all depends on who you're fighting.
