Haha. That's poignant in ways I can't begin to describe.
A way of roleplaying interacting with a dragonball could be:
So and so is a smuggler. A high paying bigshot has paid him to not open a package, but he does anyway. He finds a dragonball and doesn't understand it's value, among other things. (Excuse The Transporter story)
It's smuggler because that's the only one I've thought about. >.<

My main concern is that Gozen has Ki Sense. He doesn't have to search THAT HARD to find them. Is it a challenge to find it? Yeah, but I don't think it's worth a full thread of 'searching'.
I am wondering if it would be alright if has seen the Dragon Ball, references it, maybe even holds it for a moment but then looses it or other circumstances prevent him from keeping it. That way I can do an interesting story the way that I want to do it, but still doing the necessary amount of work to earn it.

You could easily say that some big corporation has it, or, like, it's being protected by a holy shrine of warrior-monks that you have to get through to get it. That's a nice sized thread, I'd say.

If you just want to use them as a plot device, I suppose that's ok. However, you won't be able to actually keep a Dragonball without putting in the requisite amount of work.

Goku could locate a Dragonball pretty easy with a DB radar. The problem was that they were often protected by other things.

I always imagined Ki Sense/ Dragon Radars as giving you the general area of a dragon ball. Like on a radar it would appear as a semi-large beeping dot (compared to the size of the radar) and Goku would get there then have to search the area. I imagine Ki Sense being much the same, in that say you arrive in a small village, you would sense that the ball is there but would you really know that it is on the third floor of the second house on the left in the bottom right corner of the broom closet?
So you probably still need to search a bit, then there's always some big baddie or some hideous dungeon that you have to conquer.

You have a point.
Dragonballs are unimaginably powerful so logic holds that it's possible for them to throw a huge energy signature, confusing people with ki sense or radars.

That's how I've always imagined it. Funny enough, I was going to respond using a near exact analogy of what you said before reading through the rest of the post to find I'd been intercepted.
