Nope. If you fought someone weaker then you could probably overpower them. If you fought someone of equal strength the sync weapon would take precedence over your technique.

Nope. Let me break it down for you. A sync weapon is the strongest weapon available next to one made with an ability (like metal binding). So if someone forges a sword from metal with Metal Binding and faced off with a store bought Sword Sync Weapon both weapons would be on equal playing field.

You can't exceed a sync weapons strength because you'd be undermining several abilities that can create weapons of their own. See where I'm going?

Sigfried manifests a blade purely construed of his body, mind and soul. He may not Shapeshift into any other form while the blade is present, nor may he Body Split or Regenerate. The power the blade holds is exactly proportional to his overall CA, and is capable of great feats of strength and sharpness. No other blade can match it in its durability or balance, but it would be difficult to test any of these qualities due to the fact that it can never leave Sigfried's hands when he has called it. It is more badass than the sync weapon that he has to use in order to get this technique.

I don't quite understand what you're trying to do then. You CANNOT exceed the current power of a sync weapon. It would pose an unfair advantage over an ability which are the umbrella's to most everything we do. HOWEVER you can buy the sync weapon and manifest it as this technique. That I can allow, but if you do I'd like you to explicitly state it requires a sync weapon to perform. Though with the sync weapon in place it will still be on even playing field with abilities.

EDIT: I should have clarified in my first post. You CAN make the technique after buying the sync weapon. I was responding to you wanting to make it more "syncy."

After thinking about it... Here we go...

Whistle of the Unseen- Nova closes his ears from the effect and lets raises his fingers to his mouth and lets out a whistle of a pitch nearly unheard of. The frequency disrupts video and audio communication momentarily and causes the audio to still frame for a few moments. The effect can also affect those that hear it and cause their own eyesight to still frame for a moment.

Does it have a purpose? I said it doesn't need to be a custom technique. The description tells me nothing of it's purpose or function. I can't price it if I don't know what it does.

Creeping Death:

Vad's version of his fathers' Riot Javelin. A basketball sized orb of violent swirling blue energy forms over Vad's right hand. From the many years of sustained Ki channel damage inside Vad this Riot Javelin is laced with tiny grain sized shards of metal that on impact are super heated causing anywhere from minor burns to the melting of flesh. This attack is thrown with the orb staying intact and leaving a trail of energy behind it.
