I think members would riot and be completely against the idea of losing their characters completely and restarting with customs. It solves the power gap very well, and gives them customs... but some people would probably hate losing their character, I would think.

Defintaly do not stop with your currnet going-ons. What you have now will affect your new character, so don't stop posting or anything.

Well, it'll take care of the whole "I jion as gOku cuz he iz teh supa sayan!!1" thing. I hate when someone tries to join as a main character because they think they'll be more powerful.

Totally unrelated question: are Buu-esque characters going to be available, with the stretchy arms and melting into puddles? I'm guessing those would be separate techniques, in a DBA-esque turn of events, but I might be wrong.

Buu-esque characters will probably have their own race, a subset of Non-transformers.

We still exsist in the DBZ universe, with DBZ races on DBZ planets. That is one of the things that won't be changing.
