Basically, it means every time you want C&C or peoples' opinions, you need to give your opinion on another member's RP.

Look at me, I C&Ced KV, and I'm waiting for someone to C&C me so they can get C&C which someone will post to get C&C, etc, etc, etc.

Also, it must be an elaborate opinion, not just I liked it or something like that.

Use quotes, examples, improvements, earlier RPs, etc.
