ok! Way back when, I remember it being said that the Power level requirements were actually suggestions and that those close to it could do the quests.

Would it be possible for me to do a quest thats less then 500,000 over my power level?

I'd like to say 'yes,' and that you'd just have to roleplay that much better to overcome the power gap. I don't consider it a solid rule, but that's me.

I'd agree with HF17. Just realize, though, that you'll have to work at it over and beyond what you would on a quest without the restriction. In other words, you might have to work twice as hard for the same reward in comparison to another quest. If you're fine with that, go for it.

Well lol I didn't know I cant remember when it was said and I tohught it mighta been when I was here first as GJ which neither of you were I dont believe so I was just saying.
