Because no one likes them, and their conference is one of the weakest (really, Hawaii is the only other good team in the WAC). That, and if people *think* Boise State isn't good, then they won't get into the National Championship Bowl Game. That's one of the reasons why the BCS can be so awful. It's all a matter of opinions, which can change due to a team having a bye week or simply one bad game.
With USC, for example, people were so used to their 30 some odd regular season win streak that even after they lost to two unranked teams, they were still ranked in the top 10. I mean, give me a break.
What sucks the most is that they won't even consider changing the system until 2010 when the televising contract with Fox expires.
