(That's the only way I can think to let you equal out with your opponent, because for the purpose of using the item, what exactly equals an opponent) That way if Warako were fighting Rad at SSJ2, then he'd be even and able to fight. If Rad had it and he were to fight someone else that could only go SSJ, then he wouldn't just go to SSJ3 and obliterate him, he would just ignore his weapon and go SSJ2. I also don't think 13 went to Tier 3 with it. I'm pretty sure he used it enough to gain some power up to like Tier 1 or something, but I think I was the first to go Tier 3 using that. Before my fingers were torn off. Think I asked him if I could hold it to go analyze its power or something. And then never returned it. But still had him as an ally all the way up to the finals, while he waited for the ring that I used in the finals. That was golden. I think making you power equal is a good idea and there is really no threat of it becoming too strong, because if i come across Rad and now we are even, chances are he out rp'ed me so he will probably still gain the upperhand. It would now be more of an insurance policy which sounds pretty good to me. Power-Up Ring - Reijin - 05-15-2008 Note: I'm saying this as one of the stronger people in the tournament and someone that went SSJ3 using it during a final confrontation. I know how powerful it is, yes, I loved going that strong, and you better believe if it stays I'll try to get it again. I'm also being completely unbiased in my analysis of the strength of it and would rather see it as a "normalizing" tool than a "become even more godlike" tool. Power-Up Ring - Raditzu - 05-15-2008 I'm not big on that idea. It would be the only weapon in the game that favors certain players over others. With the exception of power-ups, the whole point of DA's set-up is to create parity between players of different power levels. And even power-ups have drawbacks that can easily get you killed. If this gets added, I think it would be only fair that a second ring gets added that removes the cool-down for tier 2 power-ups. It's perfectly fair. Power-Up Ring - Android 17 - 05-15-2008 Thirteen went to tier 3, Rei. He already had the RAGE upgrade, and he used the ring to try and kill you and Vegeta. Regardless, I think the original concept of the item is a lot more fair than other weapons, such as the poison and so forth. I think it should stay with the bonus it gave in 06 or not return.
