But yeah, I think Rad's hair should just grow a little in SSJ3, as opposed to the 'whole lot' for Goku, if at all (then have the thick wavy spikes and no eyebrows to differentiate). For the same reasons as Kibbles said - maybe 'cause Goku is bred as a low-level, average soldier, his body actually has to transform in order to contain the power, whereas someone who already has the right build wouldn't have to so much. Doesn't make all that much sense since Rad and Kak are brothers, but hell ... maybe the older brother got all the good 'fighter' genes. It's more likely that there is no limit to his potential, he's only limited by the power of the person/process unlocking it. This is all speculation, but it would fit the theme of the series. Goku did, after all, say that there were probably even more Super Saiyan transformations.
