There would have to limits to it. Like, not ALL of that. But stretching his arms or something would be pretty cool.

I never understood why, in the show, Cell couldn't stretch his arms. Logically he'd be able to, since he had Piccolo's cells and Piccolo could (along with Kyodaika). But yeah, that'd be up to staff whether they wanted to stretch into that realm of the 'extended' DBZ universe. >_>
My only other problem would be storyline-wise - the timelines might clash. Basically, who was created first. I dunno how recent CDBZ's Cell is, or whether he's continuing from FoF2's Cell.

Why would he have those properties though? I mean, in the show he technically had SSJ if you viewed it on a stretch, due to the golden glow, but otherwise... I mean, I know he COULD but obviously it would depend on how far we allowed it to go.

That's 15. (I cut Pan because it stands more to reason that Broli would be on the list. No offense DAna).
Now, we could say he could take one move from people up here, within reason and permission given.
Ability wise, I don't think anything needs to be changed. The regeneration can be assumed as something he was given at creation.

Isn't Cell supposed to absorb Android 17 and 18 to obtain their DNA to transform to perfection? >>
I ask this because if Cell goes with Burter's list, he will already have 17's DNA.

He'll have their DNA, but he still needs to actually absorb them whole to transform.
And Cell can absorb any Android to transform, not just 17/18 (me and Rei just agreed on this in AIM)

He doesn't have to actually abosrb anyone. He can just unlock Transformation 4 and 5 like any other transformer. If Cell wants to play it up with absorption and all that jazz then he can as long as it's cool with whoever is being absorbed/running the saga.

Last time a Cell transformed they were awarded their powerups in a saga and then had a storyline with 17 I believe and ended up spitting him back up but keeping his powerup. It's not a requirement, and it never has been.

As far as I was concerned whilst watching the series, Cell had DNA from everyone of the z fighters and also every villian. From what I can remeber Gero made this little robotic fly that followed Goku everywhere and traced his moves and watched his development. I think that's how it went, it's been along time since I've watched Dbz though....
Anyway yeah I always thought Cell had DNA from every one Goku met.
