see where it say "all nations resources"?
click that
then down on the bottom right corner where the search bar is, type in "water wheat"
it should give you a list of everyone with those resources.
Try to trade within green for a +1 happiness bonus
PS I'm trying to join the Green Protection Agency because they seem to be the most powerful green alliance. We'll see what comes of that.
