Custom Technique Approval - Ander - 01-06-2010

Transmutation – Ander can alter the composition of metal, able to literally turn lead into gold. He can change any type of metal into another type; this requires him to be touching it.

Conductor – This technique allows Ander to control the temperature of metal by superheating it or super-cooling it. Since this technique also requires him to be in physical contact with the metal in order to conduct the temperature, he can localize the temperature change so it does not affect whatever skin is touching the metal. Conductor can also be combined with his other techniques.

Adhesive – Concentrating his ki to the exterior of his hands and feet (covered or not), Ander manipulates it in a manner that allows him to stick to any type of surface, enabling him to, for example, crawl up walls, hang on ceilings, walk on water, or move on ice without slipping. If the connection between surfaces is broken, he will be subject to the laws of gravity or buoyancy. This maneuver is excellent for stealth tactics, as it has a very low ki output.
Techniques Required: Super Leaping

Sticky Bomb – Utilizing the principles of his Adhesive technique, Ander wraps his ki around timed or proximity mines he keeps in capsules on his person and strategically places them in locations where they will stick until detonated by the internal timer or motion sensor. If the mines are seen, they can be safely avoided or prematurely detonated.

Acupuncture – Ander launches stainless steel pins at his opponent, guiding them to acupoints on the body. The pins embed themselves, disrupting and halting the flow of energy along their ki channels, or “meridians.” This can effectively hamper physical bodily movement or the charging or release of an energy attack. All an opponent has to do in order to restore energy flow to the affected meridian is pull the pins out. However, the pins have tiny barbs along the shaft, so they will create tears as they are removed. Because of the precise location the pins must strike, even the slightest movement or miscalculation will cause a miss of the intended meridian, thus rendering the attempt useless.

As per your alterations:

Acupuncture – Ander launches stainless steel pins at his opponent, guiding them to acupoints on the body by combining Telekinesis for accuracy and his Metal Binding as a beacon. Silence of Death: The Namekian alters the surrounding area's pitch, density of air and frequency so that only he can pick up the sounds made. It is not only a chance to force one to panic, as they notice they can't hear anything aside from the vibrations of their own vocal cords, but it gives him the ability to perhaps hear the slip of a tongue, and to even distinguish whereabouts in darkened areas, and the like.

Can I get judgement on a Passive and Concentrated tech?

Kinetic Stop- this is the users ability to stop an opponent or an opponents attacks in its tracks as if it had hit an invisible wall. The user simply uses his kenetic powers in a way that it will stop the force weather it be as if making a wall or simply stoping and forcing the later outcome where it stoped by the force of this move when used.

Energy Hole - Extending their hand, the user conjures forth a ball of negative ki. This 'ball' functions much like a black hole for ki based attacks, sucking approaching energy in and trapping it. The ball can then reabsorbed back into the user, charging them with the energy they have captured.

If used to capture moves powered by PP, the user must pay twice the PP cost of the move absorbed.

Energy Purge - A response to the growing number of abilities that have been designed to interrupt and hamper the flow of an opponent's ki, this maneuver is often accompanied by a ki ai. By focusing his or her energy, the user uses their own power to counteract blocks, surging their energy to the point where the 'dams' created by these abilities crumble.

Flash: After honing his abilities in the Room of Spirit and Time, Belle has better learned how to control his budding Foresight. By taking an instant to concentrate, Belle is able to glean the immediate future of the area, objects, and people around him, to the tune of a dozen or so seconds.

Rending Shout: A massive upsurge of energy that powers the vocal chords. The user releases this energy through a ki ai, blasting everything nearby away from him or her. Called 'Rending' for the fact that the altered sonic energy counteracts elemental manifestations in the area, pummeling earth, snuffing flame, carving water, turning wind, and shattering ice. Has no effect on lightning or light energy.

Question: Theoretically speaking, could you buy a technique mid-battle? Easy example being if Belle used his absorption stuff, could Kaden learn that technique between his posts? I've wondered about this, mostly regarding Tiers, but that fits.

I think this should require Ki Spec, merely because it seems rather complicated to program a technique that's capable of exploding given a certain situation.
