Totally depends on the character concept. If all you need for your character is, say, Water Ki then taking Inner Strength is better than shoehorning something else in just to have it, in my opinion.
Yeah, there's a trade off. It's basically a CA bonus, but you don't really get to make Custom Moves with it.

Yeah, you would definitely have to remove 15% from your stats.

I'm sure the answer to this is no, but I read something that made me wonder. Can you spend 75 xp in rosat to get a new ability instead of a switch?
If you can, thats sweet, but at the same time it make looking for dbs kinda moot...
Or maybe not cause you can xp while lookin for db... I guess its just a quick way for improvment. Which is in itself not a bad deal since its open to everyone, why not allow for quicker growth?
Or... I dunno actually how I feel about it...
