A Few things I would like to see changed with the current Transformations (I realize they're not done yet, they're just what I would like to see done in the future.)
Saiyans:
Giji Super Saiyan? 4 Tiers?
Most DBZ Fans Don't even know what Giji Super Saiyan is *Cough* Alex's DBZ RPG *Cough*
Maybe make it 2 Tiers?
Super Saiyan - Doesn't Super Saiyan, in essence, make your heart impure? Isn't that why Goku can't use a Spirit Bomb while Super Saiyan? I think you should make it like, the first Tier is Dark Ki, the second is Bright Ki, the third is Dark Ki, the Fourth is Bright Ki. Then Again, I don't understand much of this whole Dark Ki-Bright Ki Thing. (Though it seems you put a certain level of consideration into that with Berserk)
Also, would Tiers 3+4 Be considered SS2? Just Asking. Mainly because SSJ2 Is my favorite state of Super Saiyan =D.
Namekians:
Most Perfect with Namekians, but I would like to see them match up with Saiyans a bit more. Afterall, Goku and Piccolo were pretty much neck-and-neck for who would end up being the strongest until the Buu Saga.
Changelings:
I think they get a bit of the short end of the stick. Each form boosts a certain area of their fighting by plenty, but it's only a small area. It's not until their final form that they can actually put up a real fighting, using all their stats. And even then, it takes more XP to get the first stage of their final form, when the first Tier of Super Saiyan costs 10 XP Less and is 5 Stronger (And I did take into consideration the Mental bonus. I just still don't think they match up.)
Arlians:
Well, you pretty much added this race for flair, as they played a tiny role in the show, so I'll just leave these transformations go. I think they're pretty balanced, anyway.
Tsfuru-Jins:
I think they need to be revistited. Their final tiers are about as powerful as a SSJs first tier.
Generic:
Perfect. But Bump up the Overload EXP, just a bit?
Reptilians:
I find it balanced. Minimal flaws.
Androids:
100% Perfect. Not a flaw whatsoever.
Again, just my opinions. Throw them in the trash, for all I care. Just my effort to make the site a bit more balanced. After all, what fun is it for a Tsfuru-Jin who can't even dream about keeping up with others.
And Yes, I realize the site's not done yet. Shush. First person to tell me that the transformations aren't final gets punched in the face. Because I already realize that.

The races were completely designed to be like that. If you want to be a super strong character, being a saiyan is one of your better choices and you shouldn't be a Tsfuru-Jins. If you want to focus on defense, namekians or reptilians are the best choice. They weren't made so they you can be a Tsufuru-jin and kick a saiyan's ass.
I understand what you're trying to do, but I'm gonna have to politely tell you that we know what we're doing, and after a 14-man battle royale in the staff forum, we can't change anything more then a typo or a slight point drop
We didn't post this for suggestions, to be totally honest (though I will admit we've certainly used more then a couple). This was for questions, not for suggestions. We already had 14 opinions, we really can't stand to change MORE stuff for a single person

What you haven't seen yet, Pigero, are the racial abilities. Those go a long way in balancing the races and compensate in areas where powerups might fall short. Tsufuru-jin are a great example. Yeah, their powerups blow. But their powerups blow because they're supposed to blow. Their racial abilities, though, are completely awesome.

If I've spent the EXP to gain A rank Super Saiyan, it shouldn't matter if I happen also to have S rank - I should be able to only go A rank if I choose.
That makes about as much sense as saying "You bought a car that can go 200 miles per hour, so you must go 200 miles per hour at all times".

As has already come up, that's a limitation that's not really quantifiable. How is that something we enforce? We'll either have people PMing staff every other posting asking if they've been in tier 2 too long to go to tier 3 in their fight or we'll have people ignoring the rule altogether.
Most likely we won't try to enforce an "energy penalty" beyond normal god moding restrictions.

The stat multipliers.
EDIT: For example, Rank A of Oosaru gives a x10 multiplier while Rank S of Oosaru gives a x15 multiplier as well as gets rid of Berserk and has less of a penalty to mentals.
