Yes. Unless Trunks and HF are planning some insane plot twist, it isn't Vine. He's a centuries-old protector of Vegeta-Sei. For him to be attacking it is retarded.
According to the site, Vine can be taken down by Raditzu in SSJ2 form or any fusion with a second tier power-up. I'd be intrigued to watch that take place.
Someone else told me it was Vine, and I thought it was Evil Dude, so I just thought I'd make sure. >_>

He meant that fusion between 6 people in Tier 2, if that were even possible, would maybe be enough to have a chance at beating him.
On another note...I'm finding it really hard to make another RP post, I need some way to break out of the story I've set myself in, and get both Toma and my NPC to the ship... >_>

Vine will only appear where he deems it nessecary. He probably believes that right now, the situation isn't dire enough for him to appear.

'K, so like, big spaceship up above Vegeta somewhere. A guy inside is like, doing enigmatic stuff. He says to his lackey, "'K, d0 1t, olo."
The the lackey presses some code into a computer, and Vegeta-sei's central defenses go crazy and launch a missile. It blows up a Frost planet. Changelings get pissed, because they controlled that planet. They come to Vegeta.
"W-T-F!" bellows the changeling leader.
So they open up the whoop-ass. Saiyans are killed and stuff, and Capital city was the only safe place. 'Til they stormed it. Changeling troops were all over. And then, I got in a fight, died, and stopped paying attention.
EDIT2: On another note, if someone summarizes it past that point, I can start reading again.
