From about 1300 through 1600 yeah, that's a large part of it. Fact of the matter is that there are people that can or will not be carried and saying "carry harder" doesn't fix that.
There are a couple of pretty well-proven ways to increase your Elo: 1) duo queue with someone you know you can count on and 2) jungle.
"Jungle," however, doesn't mean just stick to the jungle. It means control the map. Be constantly watching for gank opportunities and be willing to stop hitting a creep to go help (in the first 6~7 levels simply having an extra person auto-attacking is enough to successfully gank). Steal buffs. Coordinate dragon kills. Ward for your allies.
I've seen tons of people complain that they jungled till they hit seven, but their team still lost. There's a lot more to it than just starting in the jungle.

There's another thing. Wards.
Fucking wards.
Buy wards people. Early game, buy wards and put them in the river. Avoids early ganks and gives you early dragon control. Have you taken out their outer towers? Buy wards and place them near key spots (enemy blue and red, and specific crossroads) to give you awareness of buffs and enemy team movement. Has the other team taken out your outer turrets? Place wards defensively (same spots as above, but on your side). Pushed back to your base? Place wards around the outside of the base (in-between the mid-bot and mid-top) and certain key locations (the bush near your wraiths is pretty popular). And then there's Baron. Wards.
There's never a bad time to buy wards. In a game, you should have bought at least 3 wards and placed them somewhere. Anywhere. They're so fucking cheap, but so underrated. Please buy wards.

You don't need to be jungle to control the map effectively. A good player will dominate the game and control the map anyway. It's still a valid point though, introducing junglers this early will often give your team an advantage if you kindly tell your solo to stay defensive.
@nod at JD: Wards should always be purchased, yes. If no one does it for you, you do it yourself. You're with people in this range who do not understand the term support, initiator (if someone says tank I will link a real tank), damage dealer etc. If you're going to carry the team you'll be rolling in enough money to pick up 2-3 wards anyway. You can ask, but ask kindly. "BUY SOME FUCKING WARDS" is not kindly.
I've seen proof of a high ELO player just solo queuing and raping faces. He wasn't playing jungler. He was playing Nidalee (you probably guessed who it was by now). I wish he'd do it again but last time, he got a suspension for it due to a misunderstanding (if I remember correctly) or he just broke the rules (if I don't remember correctly).
e: also pretty sure I carried somewhat hard with Soraka in a 3v3 game of ours, you might not have been there though.

What? I was simply underlining the fact that "controlling the map" was not necessarily solely the responsibility of a jungler, but is up to anyone on the team. You should never be afraid to drop a gank when you're gone from your lane anyway. It's rare people bother going all the way back to their tower with essentially two missing.
Also he didn't duo-queue. It cuts away the chance of one player being bad, but the general feel of "WE DID EVERYTHING WE COULD WE EVEN DUO QUO'ED" usually means they didn't help their teammates enough.
As an addendum, in LoL, you need to know when you're going to carry. There are really some games where you'll have a great score but it'll still be a uphill battle because you didn't expect to be this good. I'm guessing it'll come with time or confidence, but there's games where you needed that Mejai's/SotO just a little bit earlier.

We had two (failed) surrender votes by 25 minutes - they had all our turrets to our base, we had none of theirs. Ashe mid, Xin top, Morgana bot, Udyr jungling, and Warwick... with Xin at top. As Morgana, I was solo-ing against Irelia and Katarina and getting chewed up, even when Udyr stopped jungling and laned with me. Asking to switch around lane partners was met with silence.
At this point, Udyr switches to Troll Udyr.
TrollUdyr pushpushpushpushpushed top tower. Each time he died, he'd go right back to pushpushpushpushpushing. He wouldn't even hit the champions around him, he would intentionally aim for just the minions and the turrets until he died.
Somehow, SOMEHOW, we managed to get pushed to their base. Not really with the assistance of TrollUdyr, he just kept getting assassinated up top. It was at this point that their Irelia D/Cd, although I don't think it was her fault. I think her brain just exploded at the ridiculousness and took out the telecommunications network nearest her.
Seriously. Look at his death count. Look at his Kill/Assist count. Look at his turrets taken. Then look at his item build by the end (somehow).
Even after they regrouped and pushed back, somehow, SOMEHOW, we won.
That was the most ridiculous game I have ever played. This is posted in the rage thread for the sake of their team.

Hey I totally soloed that one tower (after I ran past the entire team) and I did the bulk of the damage to that second tower and a little to the inhibitor. I even almost got that one top tower while you guys went for nexus. >_>

*sigh* Was just Kog because the butterfly skin was on sale, and I was doing hot. My KDR was about even because my team sucked, but I was sniping mofos all over and getting much QQ in all chat because of my R =D. I then pulled Baron out from under the other team using R and W. Lost anyway =(

Hey guys, I hear it's fun to 1v5 their whole team as 2 of the squishiest characters in the fucking game!!! From now on, when I play Teemo, I'm gonna 1v5 the whole game. If I play Kassadin, yeah... same there.
Edit: To clarify, they each tried it at different times, not at the same time. That wouldn't be a 1v5. 0.o As well as 1v2ing, 1v4, 1v3...

People don't understand what a caster's job is, it seems.
Casters (brace yourselves) CAST SPELLS (OMG NO HE DIDN'T)! That means I don't stand shoulder to fucking shoulder with the fucking melee dps and the damage soaking tank. I stand BEHIND THEM and cast SPELLS to damage the other FUCKING team. How hard is it to fucking understand that?
As well, there's a difference between starting a team fight and STARTING A FUCKING 5v1! Use fucking common fucking sense. If your team is behind the nexus turrets, don't fucking engage the FUCKING BARON BUFFED TEAM BY THE DEAD FUCKING INHIBITOR!
