I was reading over my best moves and got a little confused.
What are the Awesome Strike and Devil's Eye techniques?

If you haven't made a new character vault you need to make one. You put your best moves in it then post in the update board. A staff member will edit the old character vault and put yours in.

I have another question though, how does one set up their own alliance?

You need to have at least two other members. Once you have, including yourself, three people (or more), you can feel free to create an alliance via the training interface.
I recommend that you have some form of IC ties with all parties you wish to create an alliance with (it helps).
