Not QUITE as fat as the upper one. I could be wrong though. It just doesn't look really similar to me. the upper lip in particular. Unless he's had surgery, which is always possible.

The kid in the picture looks like a parody of some sort. I doubt that guy really exists, and if he does, that picture had to have been altered.
