I told Tamsin that only i could Activate set things.
But I'm wondering... if i needed it could someone constantly active with me, do it with permission?
Also, can a rival force me into a power-up without permission?

Lets say... There is a Move to Drain so much PP(THERE CAN BE)... If you drain more then whats there can that back up a Power up?

I think he's asking:
"Is it possible for another PC to roleplay my character activating a power-up or other stat-affecting technique (such as a PP draining custom tech), or must it be myself to do that? If yes, then if someone else does this without my permission, will they be punished/will it count?"

To answer your question to the best of my understanding, no one can write your character using a move that consumes your PP without your permission.
