Well, it's just like TF's ult except it doesn't have unlimited range and doesn't reveal everyone on the map and doesn't FoW blind everyone and causes damage when he moves there. Seems fine to me, though I was struck with "HOLY SHIT BALLS RANGE" when I first saw it.

What struck me more than the range, to be honest, was the amount of damage that it seemed to be doing. Looked like huge bursts. I don't mind range, so long as it's balanced.

Haha, I think they did it to generate buzz in at their PAX East booth. The big draw is that you can play as Nocturne if you go to the booth.

Oh no question. If I weren't turning in to such a Riot fanboy, I wouldn't be surprised if they had an OP version of Nocturne at the booth to build hype and then balance him afterwards.
