It's a content delivery service. Riot contracts Pando to provide cloud support for those downloading the client.

EDIT: Meaning that LoL client uses it to download patches. So it isn't wise to get rid of it.

On my older (shitter) laptop, all i did was drain resources I needed to play the actual game. I removed it to absolutely no detriment to the game's performance or ability to download patches in an extremely timely fashion.
tl;dr: Burn it.

Yeah I've had it installed before because of LOTRO and from what I was told by people I played that with, there was no reason to keep it, so I always get rid of it.
