Your max ki is your maximum potential ki. This includes transformations, armors and techniques. If you do not have any transformations, etc., then you max ki is the same (on the roster) as your normal ki. In my case, I have my normal ki, and then my ki after I go SSJ.
So, to answer your question simply, no. In the case of a Namek-sei-jin, you can only increase your max ki by transforming.
