If a changling uses the transformation move, does that become their new look? like as an example if Cell was imperfect then got the ability to transform does he remain in that transformed state or does he go back once he exceeds a certain amount of time?

You can pretty much stay transformed.. and if want... you can be not transformed.

well this pretty much goes for any changling like Freiza, Koola, etc.
