You ran away. If you want to go back and fight him, that is up to you, but you are without an arm, and severly weakened.

You can grow it back, but it wont' be "pop, Namekian arm growth technique" fast. It will take about thirty minutes or so of slow growing.

So I could post a reply going to the bunker and popping a sensu bean then have the arm slowly grow back.
Can I go back for my NPC afterwards? And if I can is his health back to full?

You can RP that, but I seriously doubt your NPC will still be there if you return to that area. You will most likely run into someone else while looking for him.
