Two possibilities:
1) Your account indeed is restricted.
2) You're use an ISP with pop-up blockers, firewalls, guardian controls, or anything else that restricts in some way, shape, or form. When I used AOL, the boards would only let me post every now and then. I had parental controls, and while I could access the boards, I would receive a restriction error every now and then. So check up on that.
