Also, how come its only the planet, Goku could sense powerful ki levels all over the galaxy.

This isn't exactly the anime. And to 16:
1. It takes awhile to get 300 intel
2. Sagas, tournies, and other stuff cause's people to leave earth and so its hard to sit there for the required time.
3. When you reach 300 intel, most likely all your other stats are high too, so again you could have better things to do.

Your sense is boosted to the kind of level Goku used when you teleport. Ki Sense 3 has just never been given out. No REAL reason for it, just no one thought about it. If you want to go for it, go for it, but let the staff know. A lot of the techniques are due for a bit of an overhaul, really.

The only problem with that is people who have (>_>) Instantaneous Movement are getting ripped off, considering the technique itself requires the ability to sense ki across the universe.
