"Dumb" is only an essence in which we have created. It is commonly known as a mental state where somebody is below average, but not mentally held back or retarded. In all technicalities, everyone can be dumb, for if you base it off of academic reasons, they would have to test for every single possible piece of knowledge, and we as a whole society (world here) do not even know everything. So, every individual is dumb, but only because everybody makes them dumb.
In an even more raw form, it is opinion. I could say that I already think your dumb Zarbon--I could--but that would merely be opinion, instead of a state of being. In that fact of it being opinion, everybody has the potential--and lives up to it--of being dumb, or average, or smart. . .and so forth.
Oh, and to answer your quetsion how you wanted it answered: watch Jay Leno. If you want the oppposite effect, use Letterman. Hope I have been of some help.
