We don't allow different forms like that. 'Cause Vegeta was always Vegeta, he just came under the control of Babidi. Also, 17 and HF17 were made in different dimensions at different times, so we consider them two different entities, as they are, or else they couldn't have fused/absorbed each other. Hope that clears that up.

Well, after some looking around, he apparently was one of the saiyans that appeared in the Room of Spirit and Time (the 'Pendulum Room' from DBZ where they go to Vegeta-sei when it's all wrecked). He's the stubby, bald one I believe. I can't find any pictures of him, though.
