Probably. There's likely a strong medical reason why it's 21 and not 18.

It's more likely subjective than rooted in medical science - in the UK it's 18. If you're 16 you can drink with parental permission in restaurants and such.
I suspect it's to with the 'rowdy behaviour' of many teens that drink. Being responsible for your own actions and such.

Yeah, as much as the law in Australia/Brittain considers you an 'adult' when you hit 18, the whole 'mature' aspect is far from the truth.
