Try to put all of this information in just one post. Above each of your post there should be an Edit button. There is a 5-minute time limit on editting, so if you run out of time, it's ok to post again. However, if you have just posted and you suddenly think of another question, simply edit the post you just made.
Final Flash is one of Vegeta's signature moves. During the Cell Saga, Vegeta uses it against Perfect Cell.
Also, there is NOT a limit on how many attacks you can know. You can know any attack, as long as it isn't a death-move or something of that sort. The difference between a regular move and one of your three Best Moves is that your character has perfected these "best moves", and thus can perform them better. For example, let's say you have a power level of 100. You are fighting Piccolo, who also has a power level of 100. Both of you use Kamehameha, a blue energy blast. Now, let's also say that you have Kamehameha listed as one of your best moves, whereas Piccolo does not. Because you have the technique as a best move, you can use it "better". If the two Kamehameha waves were to collide, who would win? Well, since you can perform the Kamehameha better (since it is a Best Move), yours would overcome his.

How many best mvoes can you have? Does it depend on what kind of stats you have (or ki for that matter)?

You get one move for every 50 points of intelligence that you have, period. So, since you stat with 150 int., you get to have three moves when you start.

That's correct, Recoome. With the addition of custom moves came the drawback of only being able to use the moves that are on your roster. If you don't have the Kamehameha on your roster, then you can't use it.

Broli is teh wrong. That's how it used to be. You used to be able to use any moves, but your best moves were your strongest.
But, it was changed a while back, you can only use moves that you know, the ones that are your "best moves."
